I am being asked to be a mentor, am I eligible?
An eligible US mentor must be:
- A faculty member at a US graduate level university.
- Eligible at his/her institution to serve as Principal Investigator on a subaward. The US mentor and their university will be responsible for distributing the fellowship funds.
- Conducting research related to the student's research topic.
- Eligible at his/her institution to supervise graduate students.
An eligible CGIAR mentor must be:
- A research scientist at one of the 15 international research centers in the Consultative Group on International Agricultural Research (CGIAR) alliance.
- Conducting research related to the student's research topic.
The Borlaug LEAP Fellowship is a cost reimbursable program, what does that mean?
Cost reimbursable means Borlaug LEAP will reimburse the US mentor’s university for budgeted costs incurred through the fellowship. Every quarter (every three months) the US mentor’s university will send Borlaug LEAP an invoice, asking to be reimbursed for budgeted costs incurred during those three months. Borlaug LEAP does not give funds for fellowships by sending one payment in the amount of the submitted budget.
Can the US universities issue sub-awards?
No, Borlaug LEAP does not allow for sub-awards. Reassigning the workplan through a sub-award is not permitted per the terms of the sub-award.
Can one person mentor more than one applicant?
Yes, there's nothing to prohibit the mentoring of more than one student, however we caution that mentoring takes time and effort, please make sure you have enough time and effort to give to all of your students.
Is travel mandatory for the applicant or mentor?
No, travel is not mandatory, travel should only be included if it makes sense for your Plan of Activity. If no travel is planned please be sure to explain how your mentoring relationship will develop. Leverage funding can be used for travel, be sure to indicate the funds in the leverage fund form.

What are my responsibilities at the end of the fellowship?
The Fellowship grant requires a final report be submitted at the conclusion of the award. The final report is comprised of three components:
- Final Financial Report – Due within 45 days of the sub-award end date and submitted by the US University’s financial office.
- Final Administrative/Technical Report – Due within 45 days of the sub-award end date and submitted by the US mentor (with contributions to the report by the student and CGIAR mentor).
- Research Brief – Due within 90 days of the sub-award end date OR on a timetable mutually agreed upon by the Borlaug LEAP office and the US mentor.
