The Borlaug LEAP Fellowship is administered as a sub-award agreement with the US mentor’s institution. The US mentor serves as the Principal Investigator (PI) for the fellowship and research project. As PI, the US mentor has fiscal responsibility for the award. Borlaug LEAP does not allow the award to be reassigned to other institutions.
The process
Once an applicant is selected as a Fellow, the Borlaug LEAP administrative office will contact the PI (US Mentor) to begin setting up the sub-award agreement. The agreement is between the University of California, Davis (the management institution for Borlaug LEAP) and the US mentor’s university. The US mentor serves as PI.
The sub-award, often referred to as a subcontract, subgrant or subrecipient agreement, is the signed agreement between the two institutions that provides the terms and conditions for the Fellowship award. The sub-award agreement includes the approved workplan and budget, the technical and fiscal reporting requirements, and identifies key personnel on the award. It also provides policies for allowable costs, record keeping and other legal requirements.
The US mentor institution must accept all terms and conditions of the sub-award agreement before the Fellowship award can be made. The award cannot be reassigned or subawarded to another institution. Any deviations from the terms of the sub-award require PRIOR written approval and a signed modification to the agreement.
